PERSONALITY: Minako is a person who has two entirely different sides to her and can, at times, switch between the two as if it's nothing. The first side and the side that people see or notice more easily is the hyper ditz inside her. Whenever Minako is somewhere it's pretty noticable for everyone that she's present: she talks, rambles, has way over the top melodramatic reactions, fangirls over cute boys and true love and sometimes even overrules every other opinion with her own. Especially the boys are a big part of this, there's barely a time where she isn't talking about, thinking of or fangirling over boys. Minako's a very romantic person - the self-proclaimed 'goddess of love' - and always in search of her first love, even though she has already liked dozens of boys before that 'first love'. It goes up to a point where you might even just call her a hopeless romantic. Sometimes it may seem like she has no sense of morality (sneaking into another school, which may or may not be the actual enemy base, just to see a concert without paying seems a-okay to her) but her heart really is in the right place. In fact, she often actually stands up for rights for girls when she fights the monsters in the series. The main problem is just that she seems to lose her mind easily once she gets fired up; once Minako has a goal in mind it'll take a great deal to stop her. Crossing moral borders (like sneaking into concerns without paying as described above) isn't a problem either in that case, although she would definitely hesitate at offenses bigger than that. Minako would never hurt someone in her full mind.
But she isn't just a boy-crazy hyper machine. Even though it's hard to tell at times Minako has matured a great deal on her own, because she spent quite a while fighting on her own by now and even experienced deeply falling in love and accepting that that love isn't always meant to be. This maturity often goes hidden behind her ditzy appearance, but once she needs to get down to business Minako really takes things seriously and tries her best. She's is the leader of the four senshi who protect the princess and she takes this job very seriously. You can definitely notice whenever she gets more serious and goes into some sort of leader mode - she is actually a pretty good leader when it comes down to it. She refuses to leave people of a group behind when there's still a chance to save everyone (as demonstrated in the anime when she walked back to save Sailor Pluto at the beginning of Stars) but also knows to be realistic when that's not possible (as shown near the end of the first arc of the manga; she knows that the only way left for them to help their princess is by sacrificing their own lives). She's kind and deeply loyal to the people she cares about and would give anything for them - including her life.
But as confident as she seems while in her ditz mode, Minako actually has a great deal of insecurities. In fact, most of the time when there's an episode or manga arc centered about her it's about her being insecure about something-- her power, her leadership ability, her duty as a senshi conflicting with her dreams. She just doesn't show it openly most of the time and when she does she only shares it with the people closest to her - preferably Artemis, since she often even tries to hide it from the other senshi, perhaps to not show her weakness since she's supposed to be the leader. Minako is a person who is very passionate about her dreams and that's why she often gets into conflict about exactly which one of her dreams she should persue; often it's a choice between her duty as a senshi and one of her other dreams, like getting a boyfriend or becoming an idol. Outwardly Minako will not easily show this doubt and instead attempt to heavily persue both, but inwardly she always has trouble with that sort of thing. Her whole duty as a leader is often a big cause of worry for her as well, since she constantly worries about not being good enough as a leader. This is mainly demonstrated in the Dreams arc of the manga, in which everyone was able to reach their powered up forms but her and she can't help but doubt her own capabilities to herself. She can even worry about the things she usually seems most confident about, like her looks or her personality or even her ability to attract boys. In one of the bonus manga chapters - Rei and Minako's School Battle - she keeps comparing herself to Rei, who is hailed by all as a dignified and beautiful girl, and next to her Minako seems much more childish, clumsy, unrefined and ditzy. Eventually when Rei tells her that she's so dirty (after Minako managed to get herself all dirty through a clumsy action), Minako snaps and yells "Unlike you, I guess I'm.. just a scummy girl!"
Minako tends to get low grades at school, not exactly because she's very dumb but most likely because she just thinks she has better things (boy chasing, karaoke, etc.) to do than studying. She isn't a very lazy person in general, considering she does spend the time ignoring homework by doing many activities, but when it comes down to things she doesn't want to do or doesn't like, like homework, she turns into a complete bum. She and Usagi often end up being make-up test or detention partners at school. She also has a habit of screwing up proverbs constantly ("beggers will be choosers!") to add to her ditzy image. Minako loves physical activities, especially sports, though; she's is very athletic (an aftereffect of her career as Sailor V, but also partially naturally) and especially loves volleyball, which she is pretty good at. In some ways she could be seen as a very girly-girl though, especially when it comes down to her looks and boys.
ABILITIES: Aside from being fairly fit and good athletically (perhaps the most so out of all the five inner senshi, she's shown to be very agile and good at sports) from her time as Sailor V and then continued as Sailor Venus, Minako also has special powers as Sailor Venus. She gains her power from the planet Venus, and this already gives away what most of her powers are about. The planet is named after the Roman goddess of love, after all, so most of Minako's attacks are love- or light-based. When she transforms into Sailor Venus she is able to perform these attacks. To give a few examples - 'Crescent Beam', in which she shoots a beam of light at the enemy, would be a light-based attack and 'Rolling Heart Vibration' would be an example of a love-based attack, in which she fires some sort of heart-like energy blast at the enemy. She's shown to be able to fight with either a sword (as the leader of the sailor senshi who protect the princess) or a whip in this form as well. She's perfectly capable of fighting without a weapon too though, considering she often has attacks like the 'Sailor V Kick' too.
POSSESSIONS: Her clothes (including the hair bow she always wears), her transformation pen which will be utterly useless in the game except for use as.. well, a regular pen and a crescent moon shaped compact with a mirror on the inside (which canonically could be used for attacks and be used to reflect people's true forms, but I know those functions won't work anymore).

→ Lovers: aside from the obvious connection with love/relationships this Arcana is also a symbol of two paths in life being able to be taken or standing at a crossroads - which is a huge issue for Minako throughout the series with the choice between her duty or her own dreams. I personally feel this is the most fitting arcana for her.
→ Sun: associated with happiness, joy, energy, optimism, and accomplishment.
→ Magician: associated with action, initiative, self-confidence, manipulation and power (more specifically, the power to harness one's talents).
SHADOW: Minako's shadow would mainly focus on her biggest thema and issue throughout the entire series - namely the choice between her duty (as a sailor senshi/soldier) and her dreams (on one hand love, and on the other hands dreams like becoming an idol etc). She's confronted with the choice between the two a lot during the series, for example during the last scene of Codename wa Sailor V in which Adonis gives her a love fortune - that her love will be hopeless for all eternity so she can focus on her mission. In the anime there are multiple episodes dedicaded to Minako's question whether she should push her dreams like becoming a volleyball player (during S) or an idol (during Stars and partially S too) or even persuing love, or rather keep fighting with everyone else. It's quite the recurring conflict.
This is why Minako's shadow would be heavily centered on this conflict too. Minako usually pretends like she's going full-out for the mission, and it is the choice she makes in the end, but there's always the part of her that wishes she could just have a high school life as a normal girl with a boyfriend and dreams of fame in the future. (As she says in the Stars arc of the manga: "We'll overcome this too! We'll return to high school life and we'll all finally get a boyfriend, yeah! Life's all about boys, gotta have 'em! This time I'm going to have a hot Three Lights lookalike! And lots of romantic dates! Just a normal high school life like that!") That's why Minako's shadow will represent the side of her that does want to follow her dreams over her duty as a soldier, the side of her that doesn't find it fair that all of her duty was pushed upon her while she won't even get a chance for her own dreams and happiness.
To be more specific, her shadow will manifest as an idol-like version of Minako, in overly exaggerated extravagant idol clothes. Her broadcast too would mostly be something along the lines of 'giving a show' and 'following her own dreams', and the dungeon would be some sort of concert hall.
I think it's possible for Minako to face her shadow and accept it, because while she has picked for her duty and she's not unhappy with that, she knows that somewhere she still wishes she could follow her dreams, but she's also accepted that it's just not ever meant to be, even if she does dream.

THIRD PERSON SAMPLE:
She was going to study, really. Even if Minako was going outside on this beautiful near-summer day like almost every other student to go sit by the side of the river and bask in the warm sun, she had genuinely told herself that she was still going to study, even if it was outside this time. Pretty important tests were coming up, after all, and she couldn't afford any more bad grades, so this time she had promised herself to study well and long. The girl had even taken along her History book to the lake with the intention of reading at least a few chapters from it.
But.. ah, studying suddenly seemed like such a hard and ridiculous thing to do when you would be sitting on the grass next to the water, with the warm sun tintling on your skin.. And so Minako easily forgot all about her earlier promise to herself - and even if she did remember, she just shoved it to the back of her mind with the thought of doing it sometime later, she had plenty of time, surely it would be fine - and instead found herself lying back on the grass, as if she were just sunbathing. The book was idly discarded to her side, lying open on the grass on a page talking about goblin rebellions. "Those rebellions can wait for a while, surely.." Minako lazily talked to herself as she stretched while lying on the grass, almost looking like some sort of cat. The laziness was the same, either way.
But even with as relaxed as she was now, lying there on the grass, there were still plenty of things worrying her in the back of her mind. Sure, this place, this place - and school - wasn't all that bad, but the state in which she had left her world behind.. Now Galaxia was defeated, there should finally be some time of peace, right? Or could it be that now she was stuck here, everyone else was fighting back home without her? Was she foresaking her duty without even meaning to do so?
'Or maybe they'll finally realise they don't actually need you', a voice in the back of her head whispered to her, and she knew it was the voice of her own insecurity. It was probably the reason why she shook her head a little to herself, trying to ignore it. She had learned better than that by now, or at least, that was what she liked to believe.
Her hand fretted idly with one of the pieces of grass next to her head, but she decided to put all of it out of her mind. Insecurities, studying, let's just say goodbye to it all! Focussing on what was happening right now was much more important than sulking about the insecurities of the past or the tests of the future.
And so, when Minako sat up again only to discover a rather cute-looking guy sitting in the grass nearby with a book as well, she quickly shoved over to him with a tiny grin on her face and the book in her hand held out like some sort of excuse. "Hey, hey, of course you wouldn't mind helping a cute girl out with studying, right? You see, about these French rebellions.."
